The 88th Texas Legislature convenes at noon on January 10. The upcoming session will present numerous opportunities for bipartisan collaboration as lawmakers look for ways to spend an unusually large budget surplus in ways that benefit Texans.
Some of the real estate-related issues state lawmakers are expected to consider are:
- Property tax reform
- Housing affordability
- Property owners associations
- Infrastructure

I am truly saddened that WATER, PROTECTION OF THE GRID, SHORT TERM RENTALS AND RURAL BROADBAND are no longer on the list of priorities. Under all is the land…under the land is life-giving and sustaining water. With the current drought metro areas as well as rural are extremely concerned. I will also remind folks, you can’t run those water plants and wells without electricity and expansion/protection of our grid is vital. Many City Councils have been over-reaching with STR ordinances thereby some property values have suffered. Keeping connected to cyber space is important for homes, businesses and schools. The real priority is that the Property Values are soaring, and the cost of living is off the charts. The working families of Texas are getting murdered with increased Property Taxes based upon the Appraised Values of our homes. Property Tax reduction has to be the #1 priority for the State. The local liberal spenders are finding all kinds of social projects to fund with all the new found money. This post only contains a sampling of some of our 2023 Legislative Priorities for the 88th Texas Legislature–not the full list. The full list of priorities, which include Infrastructure, Residential Leasing, and Broadband, will be released in the next several days. Texas REALTORS® has more than 20 policy priorities this session. We’ll be sending out lots of communications about that list upon its publication.
Hoping that “wholesaling” in real estate is also a topic of discussion. If the legislature picks that up, then TREC can follow their direction and enforce whatever is legislated.
I would like to know what the mean by “property tax reform”.
Keep cutting homestead tax is shifting tax burden from the rich and middle class to poor people. It is only fair to cut the tax rate for every property, especially poor people’s rental properties.
I hope this time they can lower the Tax rate because the Homestead discount is a very low credit for owners. Cap the value of the home at least and waive the taxes for owner that have been paying for over 10 years.
PLEASE, could someone address the lack of a need for a Flood Disclosure form on a temporary leaseback…OMG!
